In August 2016, the Amite River crested at 46.2 feet at Denham Springs. That beat the 1983 record of 41.5 feet by almost five feet. Watson, six miles north, caught 31.39 inches of rain. About 78 percent of homes in Denham Springs took at least 18 inches of water inside. City hall took 52 inches. Across Livingston Parish, about 75 percent of homes took water damage. The water is long gone. The reason it got that deep is still in the ground. Flat lots, a river at the edge of town, and runoff with nowhere to go.
That history changes how people build here. New houses go up on pads raised above the old water line. Old slabs come out and the ground gets built back up. Since 1973 the Amite has come up more than a foot over flood stage more than 30 times. Nobody here treats a wet lot as a one time problem. Livingston Parish keeps growing through all of it. The parish held about 70,500 people in 1990 and more than 142,000 by 2020. More houses on flat ground means more pads to build and more ditches that have to carry water somewhere.
Standing water in the yard after a rain is a grading problem. We cut slope and swales so runoff moves toward the ditch instead of the slab. That is land grading. A low lot that needs to come up is a fill job. We haul in dirt, spread it in lifts, and compact it so it does not settle later. How much dirt a lot takes depends on how far it has to come up. A flooded house or a gutted mobile home that never came back is demolition work. We take the structure down, haul off the debris, and leave the lot level.
Driveways are their own thing in Livingston Parish. Rain and soft ground chew up a gravel drive fast, and a flat one holds puddles. We set a base, top it with rock, and crown the middle so water runs off the sides. A gravel driveway built that way holds up. Overgrown ground is a different job again. Brush, small trees, stumps, and root balls come out with the excavator. The lot goes back to open dirt and you can see what you are working with.
